Who is Jack Z. Fazio?
In May 2009, the Board of Clark County Commissioners formally approved naming this park "Jack Z. Fazio Neighborhood Park" after neighbors voted in favor of changing the name from "Lakeshore Neighborhood Park."
Jack Z. Fazio was born in Portland, Oregon in 1935. His father and uncle bought farmland along Lower River Road in Vancouver in the early 1950s, which the family still owns and operates. In 1968, Jack and his three brothers purchased property on the southwest corner of NW 99th Street and 21st Avenue in Lake Shore. After selling a couple acres to the Mormon Church, Jack built a house on the corner where he and his wife, Anita, raised their two children.
Jack and his brother, Richard, opened Fazio Brothers Sand Company on the family’s farm property on Lower River Road in 1975. The company is still in operation and provides sand and trucking services throughout the area.
According to his family, Jack was very happy when they decided to sell the property next to his home in Lake Shore to the county for use as a park. Unfortunately, Jack passed away in 2007, and did not get to see the park developed.
Public Participation
Major decisions about what the park looks like and what types of features it has were made in 2008 during the planning process. Project staff relied on public participation to help guide this process. Your input helped us:
- Understand and respond to the needs and concerns of your neighborhood.
- Understand which park features were most important to you and your neighbors.
- Learn about the potential for community fundraising to add features to the park.
The first newsletter and comment form was mailed out in March 2008. The county presented several preliminary concept plans to neighbors for input at a public meeting in May 2008. Input was also collected through this Web page.
In July 2008, an updated proposed concept plan was mailed out to neighbors in a newsletter and posted online for additional public input before it was presented to the Parks and Recreation Advisory Commission for approval.
In October 2008, neighbors were invited to provide input about the types of play experiences and equipment they'd like to see in this park.
In March 2009, the county sent out a request for public input regarding changing the name of the park to Jack Z. Fazio Neighborhood Park.

Project Funding
Design and construction of Jack Z. Fazio Neighborhood Park was funded by park impact fees, which are paid whenever a new residential property is developed, and the real estate excise tax, which is paid whenever property is sold. Maintenance of the park is being funded by the Greater Clark Parks District, a special district approved by voters in the unincorporated urban area of Clark County in 2005.
